I am saddened by what I perceive as a lack of common sense amongst cops and the police bureaucracies everywhere. I don't know how many guys I've talked to have had to do something per department policy that was over the top in handling a situation-and they didn't like that at all. Or how many times common sense wasn't used when it would clearly have been the best solution to a situation.
Believe me it is beyond frustrating. And getting worse I think.

Maybe he had a quota to fill, and everybody hangs out there at the intersection to fill it?
