choose which #1 plays where?

I'm pretty sure it's by region...but what if...
...there was more than one #1 seed in the area?
Ex: What if Duke, NC, TN, and Memphis were all #1 seeds...and you had to split them up by region...that means someone plays in California and someone plays in their backyard...

Has this ever happened?

I'm pretty sure it has, but I don't have a specific example. I believe the teams are seeded within their positions...

So their is a #1, #1 (North Carolina), on down. The top #1 gets the best seed/location closest to them. The second #1 gets accomodated as close as possible and so on.

I saw on ESPN that the NCAA ranks the teams.... Basically which is the best #1, then second best, third best & 4th best....

Once they decide that... They seed them according to that & on down the seeds until they get to the bottom...
