One neighbor told 2 On Your Side, she heard the mother screaming "the dog is raping my baby." Neighbors ran to help, but only one man was able to get the dog and child apart.
Anastacio Castillo says "I tried to get the dog away from the baby, the dog was already inside the baby." When the baby was finally free, he was visibly sick.

I certainly hope the "mother" gets serious jail time for this offense. The dog is not the villain, IMO. The guilty culprit is the parent. Seriously, how can a dog "rape" anyone or anything? F**king in the wild is a natural part of nature...not rape.

I believe I'm for permits and high bonds posted for ownership of any potentially dangerous dog.
There are just too many irresponsible people out there. Vick can be considered one.

Dangerous guns are registered and ownership is further qualified. We have permits for machine guns. Why not dogs that are classified as dangerous too?
Yes, it may be difficult to drawn the line on the classification of a potentially dangerous dog. History and size would certainly be two considerations. We need to try something even if it just saves one child from being mauled again
A gun is not a time bomb like some large dogs. You cannot be careless with either. You just have be more careful with the latter.
Dogs are currently registered and licensed. Let us register, license and require bonds of the owners of certain dogs. Have a background check and a board of review established. We have boards of review to tell certain homeowners what type of door or window they can use to repair their house in historic neighborhoods. Why can't we have something similar for the ownership of certain dogs? There would be objective guidelines and a subjective determination by a board of our peers. Start with the denial of ownership to violent felons and go from there.
I'm not sure a would consider a biting dog a mauling dog. Some dogs bite in fear when cornered or are just territorial.
Large dogs with a history of being breed to attack and kill don't give a small child a chance to get up and run away.
I speak from some experience. I was given a bit bull (probably a mix because of his longer legs) as gift from a friend. He was a beautiful and loving dog. But I always had that gnawing fear that he would turn bad without warning.93
