Custom Avatar Question

I want to upload a custom avatar, but the one I want is too big. This is probably a stupid question, but how do I resize it to make it small enough to use?

Here's an image resizer for winxp that I use:

It allows you to just right click on the picture and say what size you want. :cheesy:
